Our City Transport Plan 2035
The government has required councils to have a Local Transport Plan in place since 2000. We're currently developing our fifth Local Transport Plan called Our City Transport Plan 2035. The plan will set out our outcomes and priorities for transport and travel for the coming decade.
Summer 2025 consultation
Our City Transport Plan 2035 is in draft form at the moment, and we want to hear your views on it. The public consultation is open until 10 August.

Developing Our City Transport Plan 2035
In autumn 2021 we held a public consultation on developing a fifth Local Transport Plan. We reported the outcome of the consultation at the Environment, Transport and Sustainability Committee in March 2022.

We used this feedback, along with new council policies and evidence from the latest data, to inform the new plan. Our City Transport Plan 2035 has the clear vision of ‘Getting around a cleaner, fairer growing city’. We have set out six objectives to help make our city safer, healthier and more sustainable, active and inclusive.
The six objectives are:
- increase public transport use.
- enable the uptake and use of low and zero emission vehicles.
- deliver a safe, inclusive and integrated transport system.
- create well-maintained streets and pavements.
- provide active travel choices for all and excellent public spaces.
- promote and use technology to reduce and manage travel.
Next steps
We will analyse all the responses to the summer 2025 consultation, and use the feedback to redraft the plan. Our aim is to take the redrafted plan for cabinet approval in the winter of 2025.
The cabinet report will contain a summary of the feedback we receive and key changes to the plan as a result.
Local Transport Plan 4 (LTP4)
LTP4 is our fourth, and current, Local Transport Plan. The City Council approved it in March 2015.
It sets out priorities, projects and programmes to help people move around the city more safely, sustainably, and easily. It includes a long-term strategy for delivering transport improvements, looking ahead to 2030.
Local Transport Plan 3 (LTP3)
Our third Local Transport Plan (LTP3) was agreed upon in May 2011. LTP4 replaced it in 2015.
