Running cables across highways

Do not charge your electric vehicle by running a cable across the public highway from a domestic or business electricity supply. This includes the use of cable mats.  Instead, you should use the nearest chargepoint to you. We are aware of the trials some local authorities (LAs) have undertaken to allow residents to lay their EV cable in a channel through the pavement to access their vehicle on the public highway but these are not currently permitted in Brighton & Hove.  

The Department for Transport (DfT) has set a deadline of 30th October 2025 for councils to submit an expression of interest for funding to support cross-pavement electric vehicle (EV) charging solutions. Following submission, the DfT will review applications and aims to allocate funding to successful councils by 31st March 2026, the end of the current financial year. 

To support councils in developing their proposals, the DfT has committed to providing additional guidance. However, the timing of this guidance remains unclear. Considering the funding deadline, council officers are actively preparing the city’s application to ensure we are well-positioned. 

Once the outcome of the DfT’s review is known, officers will present a report to Cabinet in Spring 2026. This report will include a recommendation on how the city should proceed with cross-pavement EV charging.
