Brighton & Hove City Council is a unitary authority which was established in 1997 following the Local Government Act 1996.
The Council is the local Highway Authority and recognises its responsibilities regarding road traffic, safety management and is working to create a safe road traffic system within which no-one who uses the roads will suffer death or serious injury.
Where collisions occur, the council has a statutory duty to investigate collisions and take appropriate action to prevent them under the Road Traffic Act 1988, Section 39.
This will be achieved through the Road Traffic Safety Management System (RTSM) System.
Policy Statement
Overall responsibility for ensuring the implementation of the RSTM system for Brighton & Hove City Council rests with the Assistant Director, City Transport. This is delegated, at Head of Service level, to the Head of Transport Projects & Engineering. Through its RTSM System, Brighton & Hove City Council is committed to:
- The prevention, where possible, of fatal and serious injuries on the City’s road network,
- Studying collisions that happen on the City’s roads, as required by Section 39 of the Road Traffic Act 1988, and taking reasonable steps to prevent them from happening again,
- Ensuring that the ‘safe system’ approach is used including risk management,
- Working with stakeholders to lower the number of collisions and improve the health of people living in and visiting the city,
- Working in partnership with Sussex Safer Roads Partnership on joined up regional campaigns, safety measures including speed awareness, speed camera enforcement and safety messages.
- Making sure that all policies and guidelines are kept up to date and compliant with current legislation and other Council policies.
- Ensuring that suitable resources are allocated to ensure the effective delivery of this policy and RSTM system requirements.
- Ensuring that staff members have the ability, skills and support needed to carry out their work.
- Reviewing the RSTM system and this policy, together with the Safer Road Strategy, and Road Safety Management System will be reviewed and revised annually or as when necessary.
