Regulation 15 Submission and Regulation 16 Consultation
West Saltdean Neighbourhood Forum has prepared a Neighbourhood Plan and submitted this to the city council for examination.
The Neighbourhood Plan and associated documents will be consulted on for 6 weeks from 27 January 2025. This follows Regulation 16 of the Neighbourhood Planning Regulations 2012 (as amended).
Regulation 14 consultation
West Saltdean Neighbourhood Forum has published its draft Neighbourhood Plan for public consultation for 7 weeks from 12 May to 30 June.
The Plan has been drawn up under the Government’s neighbourhood planning regulations which give the local community powers to prepare a neighbourhood development plan for their area.
After the consultation, the Forum will amend their Plan and submit it to the council. We will then be responsible for undertaking a Regulation 16 consultation and organising an independent examination.
After this stage there will be a local referendum on whether the Plan should be adopted for planning purposes alongside the City Plan.

Strategic Environmental Assessment
In 2024, Brighton & Hove City Council carried out a screening exercise to determine whether the West Saltdean Neighbourhood Plan will require a Strategic Environmental Assessment (SEA).
The screening exercise indicates that an SEA will not be required. This has been confirmed by consultation with the 3 statutory environmental consultees:
- Natural England
- the Environment Agency
- Historic England

Designation of Neighbourhood Area and Forum
West Saltdean Neighbourhood Forum submitted applications for a neighbourhood area and to have its forum formally designated.
The applications were subject to public consultation for 6 weeks between 10 May and 21 June 2022. The Council received 18 representations.
As the neighbourhood area extends into the South Downs National Park the application was also considered by the South Downs National Park Authority (SDNPA).
Brighton & Hove City Council and the SDNPA are satisfied that the West Saltdean Neighbourhood Forum:
- promotes and improves the social, economic and environmental well-being of the area
- has a membership that is open to individuals who live, work and include an elected Member in the area
In Brighton & Hove, the Executive Director – Economy, Environment and Culture made a decision that approved the applications on 23 August 2022.
