Processing times for planning applications are longer than usual. We have reduced the backlog from 200 to 45 applications over the last few weeks. However this still means delays of about 1 week before we can start processing an application. We're doing our best to process applications as quickly as possible, and we appreciate your patience.

Coldean Neighbourhood Plan examination
Mr Derek Stebbing, BA (Hons) DipEP MRTPI, has been appointed as the examiner of the Coldean Neighbourhood Plan. The Neighbourhood Plan examination started in February 2026.
The examiner will now consider whether the plan meets all the necessary statutory requirements.
Based on their report, we will then decide whether to put the neighbourhood plan to a referendum.
If approved at the referendum, the neighbourhood plan will be formally ‘made’. We will use the policies from it to help decide the outcome of planning applications in the Coldean Neighbourhood area.

Regulation 15 Submission and Regulation 16 Consultation
Coldean Neighbourhood Forum prepared a Neighbourhood Plan and submitted this to the city council for examination.
The Neighbourhood Plan and associated documents were consulted on for 6 weeks from Thursday, 23 October 2025. This followed Regulation 16 of the Neighbourhood Planning Regulations 2012 (as amended).

Regulation 14 consultation
Coldean Neighbourhood Forum published their draft Neighbourhood Plan for public consultation for 6 weeks from 18 June to 30 July 2024.
The Plan was drawn up under the Government’s neighbourhood planning regulations, which give the local community powers to prepare a neighbourhood development plan for their area.
After the consultation, the Forum amended its Plan and submitted it to the council. The council are then responsible for undertaking a Regulation 16 consultation and organising an independent examination.
Neighbourhood area application
Coldean Neighbourhood Forum submitted an application for a neighbourhood area and to have its forum formally designated. The neighbourhood area and forum applications were subject to public consultation for 8 weeks between 26 August and 22 October 2021. The council received 22 representations.
As the neighbourhood area extends into the South Downs National Park, the application was also considered by the South Downs National Park Authority (SDNPA).
In Brighton & Hove, the forum and area applications were approved by the Tourism, Culture and Community Committee on 25 November 2021. View the council’s committee report and appendices.

Strategic Environmental Assessment
Brighton & Hove City Council has carried out a screening exercise to determine whether the Coldean Neighbourhood Plan will require a Strategic Environmental Assessment (SEA).
The screening exercise indicates that an SEA will not be required. The results of the screening assessment were made available to the 3 statutory bodies as required by the Regulations:
- Natural England
- the Environment Agency
- Historic England
