Planning application

The amended scheme
The applicant has sought to amend the scheme after reviewing feedback. This included comments from council officers, other specialists and statutory bodies, and local residents.
The proposal still seeks the erection of a storage and distribution building with associated access, parking, landscaping, re-grading of land, enclosures, and infrastructure works including two substations and an express vehicle maintenance facility.
There are no proposed changes to the type of development or to the boundary of the application site. However, there are alterations to the pedestrian access, landscaping, parking and boundary treatment, and various documents have been submitted to address issues raised in the initial round of consultation. The changes to the layout include the:
- realignment of the footpath along Vale Avenue, the pedestrian access into the site, and the crossing point along the frontage, as well as additional planting
- relocation of disabled parking area and identification of routing plan around staff carpark
- provision of seven additional motorcycle parks
- increased electric vehicle charging points
- new perimeter wall around the substations
- realignment of palisade fencing around the site
- removal of staff gym
- updated ecological enhancement features
- removal of green roof from cycle shelter
- change to paving around air source heat pump enclosure
Vehicle and pedestrian access to the site will be from the south and south west on Vale Avenue. Pedestrian links will be provided to the building and throughout the car park.

The planning process and consultation for the revised scheme
We will fully assess the revised scheme and will be considering advice from internal and external consultees.
The easiest way for people to comment on the application and these revisions, or to receive updates on key milestones in the application process, is to register with our planning system.
Anyone can provide comments at the planning application stage. Planning officers will consider all comments in their assessment. While the initial consultation period has expired, comments will be considered up until the point that the application is determined.
The comments received from residents and local stakeholders will be carefully considered along with planning policy and other material planning considerations.
Locally elected councillors on the Planning Committee will make the final decision on the planning application. A decision is not expected before autumn 2023.

How to view comments on the application made by email
If you register with our Planning Register and make a comment on the application via the system your comment (but not your personal details) will be available for all viewers to read. They will show on the 'Public Comments' tab of the Planning Application immediately.
If you submit a comment by email outside of the planning system, it will be uploaded by officers and it will show on the Public Comments tab as 'Not available'. There may be some delay in uploading this at busy times. A copy of your email, with all personal details redacted, will be posted online and available to read on the Documents tab of the planning application.
All comments submitted, whether through the planning system or by email, will be taken into account by officers when making their recommendations on the application, and will be available to the Planning Committee when making their decision.
