
The applicant has now submitted an amended scheme. The amended scheme
The applicant has sought to amend the scheme after reviewing feedback. This included comments from council officers, other statutory bodies and local residents and amenity groups.
The amended proposal is for a mixed-use scheme with 565 residential units and 2742sqm of commercial space proposed. They propose a mix of building types ranging from three to twelve storeys. They will provide communal and public amenity space on site.
The overall floor area and number of units is similar to the original scheme. There are alterations to the design, height, massing and architectural treatment.
The applicant has provided a specific document titled ‘Planning Application Summary and Overview of Changes’. This clearly sets out the alterations to the scheme. You can search for this document on the planning register. You can also view it and other information on the applicant’s website.
Access to the site will be from Boundary Road and Marina Way. It will provide pedestrian links through the site.
We allocated The Brighton Gasworks site in the City Plan Part One for mixed use development. We marked it for 2,000 square metres of employment space and a minimum of 85 dwellings.
Most of the land at the Gasworks site is privately owned. Development of the site is being taken forward by a private developer. There are small strips of land owned by the council on the northern and southern edges of the site. These are not included as part of the planning application.
Some of the key areas the planning application will have to address are:
- the safe environmental clean-up of the site
- the level of development proposed
- parking and highways issues.
The site lies outside of a designated ‘tall buildings’ area.
The planning process
We will fully assess the revised scheme. We will be considering advice from internal and external consultees. We will also look at representations from neighbours and other local stakeholders.
Locally elected councillors on the Planning Committee will make a decision on the planning application. It is not expected before Spring 2023.
About the site
The 2-hectare former Gasworks site is next to the A259 coastal road and near Black Rock, Brighton Marina and East Brighton Park. The site itself is mainly in use as storage, parking and light industrial uses. Two redundant gasometers and supporting gas infrastructure remain on land owned by National Grid and St William.
Due to the historic industrial use of the site, the development of effective and comprehensive strategies and plans to safely repair the site will be very important. The council has employed specialist environmental consultants to help us assess and review the formal planning application.
The developers
St William is part of The Berkeley Group, established to regenerate brownfield sites across the South of England.
