City Plan Part 2041 formal notice of consultation
Brighton & Hove City Council wishes to hear from local communities, individuals, commercial businesses and anyone with an interest in the area, as we're preparing a review of the City Plan, to be known as City Plan 2041.
Notification under Regulation 18 of the Town and Country Planning (Local Planning) (England) Regulations 2012.
Scope of the City Plan 2041
The City Plan 2041 will:
- set out policies to guide future development in the city over the period to 2041
- identify how much new housing and commercial space will be needed to help meet the needs of our residents and businesses
- support the creation and maintenance of thriving sustainable communities by encouraging high-quality and well-designed places
- conserve and enhance the environment, biodiversity and our important heritage assets
- ensure new development is supported by necessary infrastructure
- conform with the National Planning Policy Framework
- cover the administrative area of the city council that is not within the South Downs National Park
The focus of the review will be on the strategic policies in the adopted City Plan Part One (adopted 2016). City Plan Part Two (adopted 2022) is up-to-date and we do not intend to significantly revise it.
We'll combine some policies in Part One and Part Two that cover the same issue and, exceptionally, changes to national policy or local priorities may mean there is a need for a Part Two policy to be revised.
When complete, the updated City Plan will be a single, consolidated document.
The Policies Map (2022) will also be updated to include site allocations and new and/ or updated policy designations related to the City Plan 2041.
City Plan 2041 Key Issues Consultation
This consultation is the first stage in producing the new City Plan 2041. At this stage, we are not including new policies or proposing any sites for development.
We have set out what we think are the key issues for the City Plan 2041, and how we might address these issues. We want your views on these and whether there are other issues that we have not identified.
The Sustainability Appraisal Scoping Report is also published for consultation and sets out the proposed assessment framework that will be used to consider all the likely significant effects that the City Plan 2041 may have on various environmental, economic and social factors.
We're also undertaking a Call for Sites to enable potential development sites to be submitted to us for consideration whether for housing, employment, retail or any other uses.

- the Customer Services Centres at Bartholomew House, Brighton and Hove Town Hall, Hove
- all city libraries during normal opening hours
The Sustainability Appraisal Scoping Report is only available to view at the council’s Customer Service Centres (Hove and Brighton) and Jubilee Library.
How to make comments
There are questions throughout the consultation to help you tell us what you think. You do not have to answer every question. We want to hear your views on those issues that most interest you.
We recommend you make your comments using the council’s online engagement platform Your Voice. This will help us handle your comments quickly and efficiently.
