City Plan 2041

A new City Plan

The current City Plan has 2 parts: City Plan Part One was adopted in 2016, and City Plan Part Two was adopted in 2022.

We're now preparing a new City Plan which will set out a framework of planning policies to guide future development in the city up to 2041. This will be called City Plan 2041 and will be prepared under the new plan-making system. City Plan 2041 will replace both City Plan Part 1 and City Plan Part 2.

We will publish a Local Plan timetable setting out the key milestones in the coming months.

Key Issues consultation - winter 2024 to 2025

Prior to the government publishing details of the new plan-making system, we had started to review the strategic policies in City Plan Part 1. We held public consultation on key issues from 4 November to 2024 to January 2025. Although we will need to carry out an additional scoping stage consultation under the new plan-making system, this will build on the consultation we have already carried out.

We also held a 'Call for Sites' - where sites could be proposed for development. These will be considered as we prepare our new City Plan 2041.
