City Plan Part 2 (CPP2) update
The City Plan Part 2 was formally submitted to the Secretary of State for approval on 13 May.

An independent Planning Inspector will be appointed shortly to examine the plan and hearings could take place in the autumn.
There have been 3 separate rounds of consultation on the City Plan Part 2.
This included the opportunity last year (7 September to 30 October 2020) to raise any final objections to the agreed plan on the grounds of soundness before its submission. These comments have been collated and submitted for the Planning Inspector to consider.

Local Development Scheme (LDS)
The LDS sets out the timetable for the production of planning documents.
A revised version covering the period to 2023 was agreed at the council’s Tourism, Equalities, Communities and Culture Committee (TECC) in November 2020.
City Plan Part 1 review
As required by government, when a plan reaches 5 years since adoption, the council has to assess policies to ensure they remain effective and relevant.
A review of City Plan Part 1 policies concluded that a review is required. This was agreed by TECC in March 2021. Work on the review is expected to start early 2022.
Waste and Minerals Local Plan review
We're doing a focused review of the Waste and Minerals Local Plan with East Sussex County Council and the South Downs National Park Authority.
A consultation on draft revised policies took place in summer 2020. Approval to consult on the proposed submission version will be sought from TECC in September, with consultation expected in the autumn.
Queen’s Park Article 4 Direction
Consultation on an Article 4 Direction for Queen’s Park was carried out between October and December 2020. Further consultation will take place from June.
Supplementary Planning Documents (SPDs) and other planning guidance
Urban Design Framework SPD
The council is developing new design guidance to help shape buildings and spaces in the city to ensure they are attractive and easy to use. Scoping consultation was undertaken in 2018 followed by consultation on the draft SPD in Winter 2020. The final document will be considered at June TECC for adoption.
Hove Station Area Masterplan
The council is preparing a masterplan for the Hove Station area covering the area around Conway Street. Early stakeholder consultation was undertaken during spring 2019 and consultation on the draft masterplan took place between December and February 2021. The masterplan will be incorporated within an SPD and will be considered for adoption later this year
Nature Conservation SPD
The council will be updating the Nature Conservation SPD. It is anticipated that a draft will be made available for public consultation in the Autumn.

Food Growing and Development Planning Advice Note (PAN)
The council has worked with the Brighton & Hove Food Partnership to review and update the Food PAN. This was approved by TECC in September 2020.

Neighbourhood Plans
There are currently 5 designated neighbourhood areas and four designated neighbourhood forums in the city. The 4 neighbourhood forums, along with Rottingdean Parish Council, are at various stages in preparing their neighbourhood plans. To date there are no adopted neighbourhood plans in the city.
Hove Station Neighbourhood Forum has now submitted its draft Neighbourhood Plan to the council. The plan and supporting documents will be published shortly for formal consultation (Regulation 16) for 8 weeks following which the plan will be submitted for independent examination.
Rottingdean Parish Council recently carried out their first consultation (Regulation 14) on their draft Plan between February and April 2021.

Monitoring and Development
The council publishes annual reports that monitor the implementation and effectiveness of the City Plan policies and the progress of development in the city.
