About the consultation

Tell us what you think of the draft SPD that, once adopted, will guide decisions on planning applications. 

The guidance looks at opportunities to support design discussions between applicants, designers, planning officers, councillors and communities. It will deliver better design outcomes from new development in the city.

This includes showing how good urban design can help to:

  • improve existing areas
  • shape new places
  • deliver more inclusive, accessible, sustainable and climate resilient buildings, spaces and places for the city, residents and visitors

Views put forward in the consultation will feed into the final version of the guidance. This will be submitted to the council’s Tourism, Equalities, Communities & Culture Committee for adoption in early 2021.

How to view consultation documents

If you’re a member of the library, you can use the library computers to view the Draft UDF SPD and supporting documents online. Please refer to the latest information on libraries re-opening and use of the library computers for help on how to access the council’s website.

How to make comments 

To help us handle your comments quickly and efficiently we recommend you make your comments on the council’s online consultation portal.

Please note that we cannot take account of responses which are submitted to us confidentially. All representations received by the council will be publicly available, although personal contact details will not be published.

Comments must be received between Friday 23 October 2020 and 11.59pm on Friday 11 December 2020. 


As a first step, in 2018, the council consulted city residents and stakeholders on the type and content of this guidance.

The findings of this consultation informed the preparation of the Draft SPD that is subject to city-wide consultation from Friday 23 October 2020 to Friday 11 December 2020.

A Strategic Environmental Assessment screening has been carried out. This determined that the SPD is unlikely to have significant adverse environmental effects and therefore does not require Strategic Environmental Assessment.
