A vision for Valley Gardens

Valley Gardens is the name given to the green spaces that run from St Peter’s Church to the Palace Pier. Our project area focuses on the green spaces and the surrounding roads and footways.

The northern section of Valley Gardens is referred to as Phase 1 (St Peter’s) and Phase 2 (Victoria Gardens). Phase 3 refers to the area from the Old Steine to the Palace Pier roundabout, which forms the southern half of Valley Gardens.

Creating new public spaces and improving travel

The scheme's focus on travel and transport will:

  • improve road safety, air quality, and flood risk management
  • improve access to public transport services and ease of movement throughout the area
  • improve access to the seafront
  • enhance and improve the area’s public spaces
  • provide safer walking and cycling links throughout the area
  • provide up-to-date traffic signals equipment and renew existing, poor condition, highway infrastructure

What's happening now

Phases 1 and 2: St Peter’s Church to Edward Street

We are pleased to say phases 1 and 2 are close to completion with contractors expected to leave the site in late July or early August. 

Some areas will still have restricted access to allow planting and landscaping to take hold during the summer and autumn months of 2020.​

Phase 3: Old Steine to the Palace Pier

The core objectives for Phase 3 were approved by the Environment, Transport and Sustainability (ETS) committee in June 2018.

Design options for the area were then developed and a single, preferred design option was presented to the committee on 9 October 2018.

Committee members approved council officers doing further development work on the design and to hold a public consultation.

A public consultation took place from 15 October to 25 November 2018, the results of which were reported to ETS committee in January 2019.

In February 2019, the council's ETS committee approved the Final Preliminary Design of Phase 3.

Funding for the project

Phases 1 and 2: St Peter’s Church to Edward Street

The total funding available for phases 1 and 2 is £10.126 million.

The government has made £8 million available to deliver these phases of the Valley Gardens scheme, through the Local Enterprise Partnership.

The remaining funding is proposed from local developer contributions and through the Local Transport Plan.

Phase 3: Old Steine to the Palace Pier

The estimated cost of Phase 3 is £7.84 million.

The majority (£6 million) of the cost will be funded by a central government pot of money called the Local Growth Fund.

We successfully bid for this funding through the Coast to Capital Local Enterprise Partnership (LEP), specifically for a transport project. In October 2019, the LEP approved local growth funding of £6 million.

The LEP requires us to contribute funding for the project of at least 15% of the project cost.

This means that we will contribute £1.84 million from our Local Transport Plan budget, local contributions and potentially private sector development contributions.
