Find out if you can get a traders permit, how to apply, how much it will cost, where you can park and information about low and high emission vehicles.

Following feedback from traders, we have now introduced a monthly traders permit.

Parking Permit centre 

The Parking Permit centre at Hove Town Hall is closed.

Please use the online service

The Customer Service Centres are open in Brighton Town Hall and Hove Town Hall.

What is available at Customer Service Centres

You can find:

  • free internet access, computers, scanners and phones to contact the council or access services
  • support from staff to use the facilities
  • basic signposting to the relevant council service, to contact online or over the phone

What is not available at Customer Service Centres

You will not be able to:

  • get face to face service from specific teams, like Parking services, Concessionary Travel
  • buy or collect parking permits
  • pay parking fines

Traders permit

Can I get a traders permit?

You will be issued a traders permit if you are a trader working throughout Brighton & Hove providing services such as plumbing, building, electrical and gas or if you are an estate agent. This list is not exhaustive and a permit may be issued at the councils discretion. 

The permit is issued so that you can make frequent stops throughout Brighton & Hove to visit customers or clients. 

How do I apply for a traders permit?

You should fill in a traders permit application/renewal form and return it to us by post or through the online service.

Return your application by post 

Make sure:

  • copies of your proof of trading are enclosed with your application form
  • a copy of your vehicle registration document is enclosed so we can identify if you are eligible for a low emissions discount 
  • a cheque is enclosed with your application form. Write your name and address on the back of the cheque and make it payable to Brighton & Hove City Council 

Or, if you'd prefer to pay by card, make sure you include a phone number on the application form. This will allow an officer to phone you to take payment for your traders permit. 

Post to Parking Customer Services, Hove Town Hall, Norton Road, BN3 3BQ. 

Return your application online 

To send us your application through our online service, you need to: 

  • enter your personal details 
  • select 'Permits: Other' from the drop-down list 
  • select 'Traders Permit' from the drop-down list 
  • enter your vehicle registration mark 
  • type 'New' in the Permit Number field 
  • fill in the other relevant information fields 
  • type 'Completed traders permit application form' into the message box 
  • attach the completed application form, proof of trading and vehicle registration document using the 'Upload' function 

We do not accept cheques if you're sending your application in online. So, make sure you provide a phone number in your application form so an officer can phone you to take payment for the traders permit. 

How do I renew my traders permit?

You will be sent a renewal application form on or around the 7th of the month that the permit expires.

If you do not have this form please completed traders permit application/renewal form and return it to us by post.

You can also renew online.

What documents do I need?

We ask that you provide proof that you are trading. There are only certain proofs that we will accept.

Please provide copies of the documents and do not sent in originals.

*Please ensure the monthly trader permit suits your purpose prior to applying as these are non refundable. 

We accept payment by:

  • cheque, for postal applications only
  • credit or debit card, including American Express

Please write your name and address on the reverse of the cheque and make it payable to Brighton & Hove City council. 

Low and high emission vehicles

Low emission

Low emission is defined as a vehicle (not a diesel vehicle) that produces 110g/km or less CO2 emissions.This needs to be verified by the production of the V5C.

Vehicles registered before March 2001 do not show CO2 emissions and therefore do not qualify for a discount.

High emission

High emission is defined as a vehicle (including diesel vehicles) that produces 166g/km or more CO2 emissions.

I have a low emissions vehicle how do I claim the discount?

You will need to provide a copy of your vehicle registration document to show that you are eligible for a low emissions discount.

This applies to vehicles that have been registered after 2001 and which have CO2 emissions of no more than 110g/km. Please see your V5C document for details.

Where can I park with a traders permit?

With a traders permit you can park as follows.

In a paid parking bay

limited stay pay and display sign

In a shared use bay

pay and display or permit holders sign

In a permit bay up to 5pm

permit holders only sign

You are not able to park in any of our car parks.

I am changing my vehicle what do I need to do?

Please fill in a change of vehicle application form and return it to us by post or through the online service.

Return your application by post 

Make sure:

  • your current traders permit is enclosed with your application form
  • a copy of your vehicle registration document is enclosed so we can identify if you are eligible for a low emissions discount
  • a copy of your hire/lease agreement is enclosed if this is a temporary change of vehicle
  • copies of your proof of trading are enclosed with your application form

Return your application online 

To send us your application through our online service, you need to: 

  • enter your personal details 
  • select 'Permits: Other' from the drop-down list 
  • select 'Traders Permit' from the drop-down list 
  • enter your vehicle registration mark 
  • type your current permit number in the Permit Number field 
  • fill in the other relevant information fields 
  • type 'Completed change of vehicle for traders permit application form' into the message box 
  • attach the completed application form, proof of trading, vehicle registration document, hire/lease agreement if this is a temporary change of vehicle, using the 'Upload' function 

An officer will call you once your application has been processed to advise you what to do with the old permit. 

I am no longer trading, what do I do?

We will issue you with a refund for each full day left on the permit. Monthly trader permits are non refundable.

You must surrender your permit and to claim the refund please complete the refund form and return it to us by post or via our online service.

I have received a penalty charge notice when using my traders permit, what do I do?

You should check that the permit has been used in accordance with the terms and conditions of use and that you have parked where you can with a traders permit.
