Share your views on the future of our libraries
We’re seeking views on proposed changes to libraries in Brighton & Hove that will help us maintain a sustainable and affordable library service.
We have launched an online consultation on the future of our libraries, which will run until Friday 10 October. We want to hear from as many residents, visitors, staff and partners as possible, whether you are a library customer or not.
As part of the survey, we’re inviting views on whether some of the library spaces affected by these proposals could be provided in a different way, for example by transferring them to a community group or voluntary sector organisation.
Proposed changes
The proposed changes to library services in Brighton & Hove include:
- Closing Hollingbury, Rottingdean and Westdene libraries
- Reducing the opening hours of Jubilee Library by 2 hours on Monday evenings and by 3 hours on Sunday afternoons
- Reducing the opening hours of Hove Library by 2 hours on Wednesday evenings and by 3 hours on Saturday afternoons
The proposed changes at Jubilee and Hove libraries reflect the times when the fewest people access them. The libraries proposed for closure were selected based on their use and the needs of the communities they serve.
This included an analysis of economic activity and receipt of benefits and free school meals to prioritise areas at greatest risk of disadvantage. We also looked at each library’s usage, the proximity of alternative libraries and the operational costs of each site.

Councillor Alan Robins, Cabinet member for Sport, Recreation and Libraries, said: “These proposals could help us to protect library services across the city where they are most needed, while enabling us to achieve the savings necessary to balance our budget.
“We’re also keen to explore any alternative ways of keeping Hollingbury, Rottingdean and Westdene libraries open, so we invite any suggestions on how this might be done, for example by transferring them to a community group or voluntary sector organisation.
“We’re encouraging everyone in Brighton & Hove to have their say on these proposals by completing the online survey or attending one of our public consultation events, regardless of whether they currently use any of the libraries that might be affected.”

Next steps
Responses to the consultation will be considered and included in a Cabinet report for the final decision in December. Any changes agreed will be introduced from April 2026.
