A planning application to renovate and make changes to the Montreal Arms public house in Hanover was approved at Planning Committee on 5 June 2024.
The application (BH2024/00507) seeks to remodel the property through internal alterations to the existing first floor landlord’s / manager’s accommodation; part demolition and erection of ground floor and first floor extensions; replacement windows and doors; facade alterations; and roof alterations including raising the ridge height and pitch.
A second application (BH2024/00583) was submitted at the same time. This included a proposed change of use from a pub to a commercial unit and changes to external elevations which would have diminished the historic and architectural interest of the building. It was refused by council officers in May 2024.
An Asset of Community Value
The pub was included in the council's list of buildings of local historic interest in 2015 has also been designated as an Asset of Community Value since May 2022.
In April 2022 the council served an enforcement order on the owners following the removal of green glazed tiles from the downstairs exterior of the building and proposals to turn the pub into a house of multiple occupation.
Amendments to the scheme
The current scheme has been amended during the course of the application to retain the public house use and ancillary accommodation, with minor internal changes to the layout. This followed council officers expressing concerns regarding the loss of the public house use without justification, and the loss of an Asset of Community Value.
Consultation
Before the scheme was amended to remove the change of use, 5 objections were registered during the public consultation. Four further objections were received after the amendments.
The decision to approve
Planning permission was granted with 16 conditions attached. These include requirements to provide samples of the render, roof tiling and glazed tiles for council approval before work begins. The developer must also provide detailed plans of the tiles due to be replaced as a result of unauthorised removal or that are currently missing, and details of those tiles to be repaired or reinstated due to existing damage.
All new / replacement glazed tiling to the elevations needs to be submitted to the council and approved in writing.
Further conditions require that no work takes place to the windows until full details of all new windows and their reveals and sills have been submitted and approved in writing, and that new doors will be of traditional timber panel construction.
The applicant was also advised that this planning permission does not override the need to obtain a licence under the Licensing Act 2003.
