Independent Examiner to report on the Brighton Marina Neighbourhood Plan
At a meeting of the of the Culture, Heritage, Sport, Tourism & Economic Development Committee on 18 April 2024 councillors agreed to appoint an Independent Examiner to report on the Brighton Marina Neighbourhood Plan.
The report is the next stage in the legal process towards the plan’s adoption.
Neighbourhood planning is a way for local groups to take a lead on planning the future of their local area. Preparation of a neighbourhood plan involves several stages, including public consultation. Once formally ‘made’, a neighbourhood plan becomes part of the city’s statutory Development Plan and will be used to determine planning applications.
Public consultation
Committee Chair Councillor Alan Robins said: “I would like to thank everyone who gave their views during the six-week public consultation in February and March.
“The main issues raised by residents were around accessibility and movement into and around the Marina.
“A number of residents were also concerned that the plan did not contain any policies for preventing second home ownership at the Marina, and that it lacked reference to water sports and boating facilities or berthing.
“Once we receive the Examiners’ report, the Committee will then decide what action to take in response to its recommendations and whether the plan should proceed to a local referendum.”
Neighbourhood planning in Brighton & Hove
Brighton Marina Neighbourhood Forum are the third local group in the city to submit its neighbourhood plan. Residents voted in favour of the Hove Station Area and Rottingdean Parish Neighbourhood plans being adopted by the council in separate referenda for each area in February 2024.
