We are launching a consultation to hear the views of residents, local businesses and those working in building design and construction that will help shape future development in the city over the next 15 to 20 years.
The City Plan 2041 consultation will ask for opinions on a wide range of issues, such as:
- How can we increase the number of new homes that are built in the city? Is building taller one answer?
- Should we develop park and ride sites to service the city centre?
- Do you think there are certain areas of the city where short-term lets are more appropriate than in other areas or wards?
There will be a chance to give your views on areas such as housing and accommodation, amenity spaces; transport and roads; sustainability and the natural environment; supporting a sustainable economy, and building a healthy city.
The consultation has been designed to allow you to give your opinion on one specific question you feel strongly about, or on a wide range of issues that interest you.
We have limited space to achieve our goals
Council leader Bella Sankey said: “We have a clear vision for Brighton & Hove as a fair and inclusive city, with a flourishing economy and a sustainable environment where people can thrive.
“But we have limited space – so, to achieve those goals, we need to carefully plan the places we live and work in and the spaces we use for sport and leisure, as well as those for education, wellbeing and health.
“Our new City Plan will contain planning policies to guide future development.
“To shape it, we want to hear your views on subjects including building more homes, developing office and industrial spaces, and creating a healthy city.
“I hope as many people as possible will take part in this first stage of creating a new City Plan for Brighton & Hove – so you can have your say in shaping a city to be proud of for generations to come.”
Key issues from housing to health
The new City Plan will set out a framework of planning policies to guide future development in the city up to 2041. When complete, it will identify how much new housing and commercial space will be needed to meet the needs of our residents and businesses, and how much new infrastructure – from health and community facilities to children’s play areas and sports facilities.
At this stage, we are not including new policies or proposing any sites for development. The consultation sets out what we think are the key issues for the City Plan 2041, and how these might be addressed. The survey will give residents of all ages, businesses and those involved with planning and construction the chance to give their views.
How your feedback will shape the plan
We will review and respond to the feedback received in this consultation and consider it in preparing the first draft of the full plan.
A second public consultation will be held next winter, 2025/26, and a third – on the final proposed submission – in spring/summer 2026. The plan will then be submitted to the Secretary of State.

Printed copies of the consultation document are available in all libraries and council customer service centres, with details of how you can comment by email or post, if preferred.
