The programme is well underway and work is progressing well. We have designed the programme in phases outlined below.
Phase 1 – the outdoor sports hub
Phase 1 is already underway. It will give us new toilets and changing facilities. These will replace the Western esplanade toilets, which many people have asked for.
There will also be a new café and a new location for the Bowls Club. We aim to finish these works in the autumn of 2024.

Phase 1 - electrical substation
Construction of the new substation, which is located to the east of Rockwater, also started in mid-January. This will be a small brick building with a roof to comply with UK Power Networks requirements. The existing wall and planting will help mask its location.
The pathway east of Rockwater will be closed to allow for the substation work until May. Pedestrian routes to the esplanade remain open through the sunken garden via the slope and staircase. The level access pedestrian route to the west of Rockwater remains fully open.
Phase 2 – wheeled sports area
t areaWorks at the former pitch and put started in mid-October and we aim to complete them in early summer 2024. We will develop the section to the east into a new garden area. This will include ramps and pathways to make it more accessible.
We will develop the area in the west into a wheeled sports area. This will provide a skatepark, 150-metre long pump track and 600m square roller area. We've designed all the facilities to be family-friendly and to encourage people of all ages and abilities.
The existing skatepark at Hove Lagoon will remain in place until the new area is ready. It will then close and the amusements area will move to that site. This will free up space and create a wider green area for families visiting Hove Lagoon.

Phase 3 - the tennis and padel tennis area
This phase will create 6 traditional tennis courts and 4 padel tennis courts. The work began on 13 November 2023. Fencing has been put up for safety.
We aim to finish phase 3 in early summer 2024.
Phase 4 – Hove Lagoon
This phase will start in January 2024 and continue until spring. It will involve refurbishing the toilets and making the area more accessible.

Access to and from the seafront
To make sure everyone is safe, it’s necessary to close some cross routes when work is taking place in the area. We try to minimise disruption and maintain access to and from Kingsway to the esplanade.
The access points at Berriedale Avenue and Carlise Road will close until early summer 2024. The access points opposite Princes Court will close until autumn 2024. The access point to Hove Lagoon opposite Wish Road will stay open.
