Job introduction

Brighton and Hove City Council Procurement Team is seeking two Strategic Procurement Managers to support their Housing and Property and CCIPS (Corporate Contracts, IT&D and Professional Services) category areas, with the ability to support other category areas as the need arises.

Our team works flexibly in a blended home and office setting at Brighton and Hove City Council's offices at Bartholomew House in Brighton and Hove Town Hall in Hove.

About the role

The BHCC Procurement Team

The Brighton and Hove Procurement Team provides direct local support to its customers in the Brighton and Hove City Council, providing expertise on tendering activity and contributing to the delivery of service objectives, savings and other benefits including Social Value and Community Wealth Building. The team works closely with Orbis Procurement Colleagues in East Sussex County Council and Surrey County Council, sharing knowledge, expertise and resource to best service customer needs.

The role of Strategic Procurement Manager will require you to operate as a business Partner for one or more directorates.

There are four categories in the Brighton and Hove Procurement Team:

- Health and Social Care
- Corporate Contracts, IT&D and Professional Services
- Housing and Property, and
- City Services and Infrastructure.

The Role

We are seeking a person who:

  • Is capable of working in a fast-paced, creative and commercially-minded team;
  • Has extensive experience of;
    • Public sector procurement, EU procurement regulations, category management and business partnering,
    • Building and maintaining stakeholder relationships,
    • Leading effective and innovative procurements,
    • Strong acumen in prioritising and resolving complex issues,
    • Awareness and experience of working in a political environment,
    • Delivering value for money and strong commercial outcomes,

The successful candidate will be responsible for:

  • Developing and maintaining a Strategic Procurement Plan for their category;
  • Programming and delivering a range of complex tendering and commercial projects within the Strategic Procurement Plan;
  • Driving greater value for money from more effective and innovative procurement;
  • Liaising with key stakeholders, including heads of service;
  • Collaborating with Orbis partners;
  • Delivering Social Value and encourage Community Wealth Building;
  • Leading, coaching and motivating a small team of procurement professionals.

Additional information

Your starting salary will be pro rata if the above position is less than 37 hours or term-time only.
