Job introduction

The Technical Solutions Manager is a new role within Digital and Data teams and leads the technical solution design for digital products, ensures procured and bespoke solutions meet Digital and Data strategies and architectural standards, and champions innovation within the teams and across the authority.

About the role

We are undertaking an exciting programme of digital transformation initiatives to provide improved customer experience, more efficient internal processes, and a single view of the customer that allows council teams to deliver services more effectively.

You would join the council at a time when the digital and data teams have a strong foundation architecture and developing digital strategy, providing excellent conditions for innovation to support transformation and optimisation of services using digital technologies.

We are excited to offer a role that provides an excellent opportunity to further our 'One Council' strategy. Reporting into the Digital Strategy Manager, you'll be supporting and contributing to the organisation's digital and data strategies.

The role has three main areas of focus; leading solution design, architectural review, and technical innovation.

Working closely alongside the DevOps Manager, Product Manager, Data Solutions Manager and Platform Engineering Manager you'll provide a team management function and will be responsible for a service that cuts across digital and data teams and other project teams. You will provide expertise and behaviours that include:

  • an excellent understanding of our digital capabilities that will inform customer-centric solution design;
  • an excellent experience of web technologies, data-driven solutions, and development standards; 
  • an open but firm approach to supporting the governance of our digital solutions and other corporate projects;
  • excellent communication skills allowing a clear articulation of solutions, digital strategies, standards and principles, and team direction;
  • excellent knowledge of digital solution design in the public sector; and
  • proven experience of highly effective collaboration to deliver innovation within a large organisation.

While this is a management role, it is also very much a hands-on role where you'll be leading and working closely with development and analyst teams who are responsible for delivering at pace using a number of enterprise and Gartner leading platforms, including:

  • a low-code development platform,
  • a low-code integration platform,
  • industry standard CMS,
  • data matching platform,
  • Business Intelligence platforms,
  • GIS platform, and
  • O365, including the Power Platform.

You'll have the opportunity to drive the adoption of RPA (software robotics), AI, innovative content design and delivery, systems integration, and improved development practices and tooling.

Your starting salary will be pro rata if the above position is part-time or term-time only.

Work Permits: we may be able to obtain a Work Permit for this post but this is subject to meeting the requirements of the UK Visas and Immigration (UKVI) Points-based Immigration System.
