Introduction
We always respond to complaints about damp and mould in privately rented properties and take enforcement action as appropriate. We'll continue to do so.
In 2022 the Government asked all local authorities to review how they deal with damp and mould in rented homes and to produce an action plan on how they intend to deal with matters going forward. This is our action plan.
1. Responses to the Department of Levelling Up, Communities & Housing

We made our initial response on the 1 December 2022. We completed the survey on the 24 February 2023. We'll respond to future requests as required.
2. Raising tenant awareness of damp and mould and the support available
Action
Make sure up to date information is available on our website.

This is an ongoing process, we update as new information becomes available.
Our website provides general housing advice for private rented tenants, including a section on dealing with damp and mould. The information provided also gives details of how to contact Council’s Private Sector Housing Team should a tenant be experiencing disrepair and their landlord is not addressing the issue.
3. Respond to tenant complaints regarding damp and mould
Action
Incorporating elements of new DULHC guidance and ensure both landlords and tenants are aware of its implications.

4. Minimum energy efficiency standards work
Actions
We are:
- improving the energy efficiency standards in private rented homes where an E rating is not met
- reducing fuel poverty through undertaking energy efficiency works
Update
Between 2022 to 2023 the Private Sector Housing Team found that 740 properties were in breach of the national regulations and contact was made with all landlords. The majority then brought their properties up to standard. The team has taken enforcement action where necessary..
We have signposted households to Warm, Safe Homes Grant where energy efficiency measures may be provided.Minimum energy efficiency standards work is ongoing.
5. Proactive communications with landlords to raise awareness of damp and mould
Action
Improve knowledge and understanding of issue and landlord responsibilities. This includes the landlord engaging with tenants on how to manage moisture in the property where condensation is still an issue after all property elements have been rectified or deemed suitable.

We will restart our private sector landlords e-newsletter providing information and advice in January 2024.
6. Maintaining property standards through property licensing schemes
Action
Making sure properties are well maintained through adherence to licence conditions.
Update
There is already a mandatory HMO scheme in place for larger properties. We're consulting on an Additional Licensing Scheme and Selective Licensing Scheme. The decision on future licensing schemes is due in March 2024.

We've adopted our policy and published it on the council website. The policy is subject to review in March 2024.
