The Traffic Management Act was introduced in 2004 to tackle congestion and disruption on the road network.
The Act places a duty on local traffic authorities to ensure the expeditious movement of traffic on their road network and those networks of surrounding authorities.
It gives authorities additional tools to better manage parking policies, moving traffic enforcement and the coordination of street works.
Brighton & Hove parking is now enforced under the Traffic Management Act 2004.
This came into effect from 31 March 2008.

What else has changed?
The Department for Transport will be confirming the type of sign required for these offences in due course so that we, along with other local authorities, will be able to enforce these contraventions for the first time.

a new power to issue PCNs by camera for parking contraventions comes into force. At present the council's priority is to keep the city's bus lanes clear using these cameras but this may be introduced at a later date.

a new power to issue a PCN by post if the vehicle has driven away comes into force. At present we have no plans to adopt this power and PCNs will continue to be fixed to the windscreen or handed to the driver.
Brighton & Hove is issuing postal Penalty Charge Notices. These will either be issued by CCTV or by a Civil Enforcement Officer.
