Professional carers parking permits terms and conditions
The terms and conditions you must follow when you use a professional carers parking permit.
We issue a professional carers parking permit (PCP) to individuals, agencies and organisations who provide essential care in the community. This could include midwives, doctors, care workers and social workers.
You cannot use a PCP to park outside your office. There is no exception to this. We'll issue a Penalty Charge Notice (PCN) if you use the permit for this purpose or for any other purpose that does not directly involve caring for a person.
We need a signed letter from the person you care for or the organisation you work for to issue a PCP.
Display the PCP clearly in your vehicle when you're engaged in medical or clinical care in the community.
Your vehicle must be parked in Brighton & Hove.
Display the PCP on the dashboard. Set the parking clock to show the quarter hour period the vehicle arrived in.
Remove the PCP from view when it's not in use.
You can only use a PCP to park for up to 2 hours:
- in a paid parking bay
- in a shared use bay
- in a permit holder bay
- on yellow lines with no loading ban and only if there are no other spaces
After 2 hours we may issue a PCN.
Do not park in places designated for specific users like disabled bays, bus stops, motorcycle bays and taxi ranks.
Do not park in areas where there are loading bans.
Park safely and do not cause an obstruction to pedestrians or other road users.
Brighton & Hove City Council reserve the right to withdraw permits at any time without prior notice if you use the permit outside it's intended purpose.
If you do not use a permit in accordance with these terms and conditions we may not allow you to have a permit in the future.
You should not spend any more time on a visit than necessary.
If you get a PCN and can show that the visit took longer than 2 hours to resolve, we may cancel it.
You need to give us evidence on headed paper from your line manager, confirming the why you parked for longer than 2 hours.
If you need to change anything on the permit, hand the current permit in before you start a new application.
As part of the our policy to prevent fraud and misuse of permits, we can ask for proof documents at any time. This includes after we've issued the permit. If you don't give us the necessary information within 14 days we can cancel the permit.
If a permit is lost, stolen, destroyed, de-faced or mutilated, the permit holder must notify the Council’s parking service immediately. In these cases the permit is no longer valid.
We do not issue refunds for a PCP.
We reserve the right to cancel a permit if you:
- don't pay for contraventions of parking regulations, this is known as being a persistent evader
- don't follow the terms and conditions
You can be classed as a persistent evader if:
- there are 3 or more recorded contraventions linked to the same vehicle within 5 years
- the penalties due for these contraventions have not been paid in full, have not been represented or have not been appealed against by the permit holder within the statutory time limits
- the representations and appeals for the permit holder have been rejected and they have still not paid the penalties due in full
A permit is issued subject to the relevant Traffic Regulation Orders which may be subject to change in the future.
By applying for or purchasing any type of permit, the applicant:
- certifies that all the information that the applicant has given in the application process is correct
- accepts the Council’s terms and conditions as varied from time to time together with any terms and conditions stated on the letter to which the permit is attached at the time of issue
- agrees to be bound by and comply with the relevant Traffic Regulation Orders which may be varied from time to time
The Council reserves the right to amend these terms and conditions, application procedures and the relevant Traffic Regulation Orders at any time.
