Why were parking schemes introduced in Hanover and Elm Grove?
Zones S and V were introduced in response to complaints about the high number of vehicles parked in the area all day. This was making parking difficult for local residents.
The council proposed a scheme which aimed to address double parking, parking on pavements and on double yellow lines. The council wanted to improve:
- safety for pedestrians
- traffic flow
- access for emergency vehicles
Based on feedback from residents and businesses, the plan was to introduce two parking schemes – a full scheme in line with other areas of the city, and a part-time (light touch) scheme that would deter parking by non-residents during the working day.
On 14 March 2017 the Environment, Transport & Sustainability Committee approved the proposed residents parking schemes for Hanover and Elm Grove.
The plans were subjected to amendments, which were approved by the committee on 27 June 2017.
Zone S would operate as a light-touch area Monday–Friday: 11am–noon, and 6pm–7pm.
Zone V would operate as a full scheme: i.e. seven days a week between 9am and 8pm.
Both schemes would include bays for use by residents and their visitors, businesses and services.
