What is the Self-build and Custom Housebuilding Register?

The Self-build and Custom Housebuilding Register is a register of individuals or groups who have expressed an interest in acquiring serviced plots with the intention of building their own homes. 

The register is required under the Self-build and Custom Housebuilding Act 2015, with further detail provided through the Self-build and Custom Housebuilding (Register) Regulations within the Town and Country Planning Act 2016.

The Town and Country Planning Act obliges local planning authorities to ‘give suitable development permission in respect of enough serviced plots of land to meet the demand for self-build and custom housebuilding in the authority’s area.'

This register will help inform us of the level of demand for self-build and custom build plots in Brighton & Hove. 

What is a serviced plot?

A serviced plot is defined as a plot that has access to a public highway and connections for electricity, water and waste water.

Eligibility for entry in the register 

An individual is eligible for entry in the register if they are:

  • aged 18 years or over
  • a British citizen, a national of an EEA State other than the United Kingdom, or a national of Switzerland
  • seeking (either alone or with others) to acquire a serviced plot of land in Brighton & Hove City Council’s area to build a house to occupy as that individual’s sole or main residence

In the case of groups wishing to register, the above criteria must be met by all members.

The number of plots required should also be specified. 

How to join the register and request further information

To join the Self-build and Custom Housebuilding Register, please email housing.strategy@brighton-hove.gov.uk in the first instance. 

You will be asked to provide the details mentioned above and confirmation or refusal of your entry on to the register will be provided within 28 days.

If you are already on the register and wish to notify us of a change of circumstances or you wish to be deleted from the register, please contact us on housing.strategy@brighton-hove.gov.uk

Please note that inclusion on the register does not guarantee that a suitable plot will be identified or made available for you.
