HMO Licensing fees

There is a new fee structure for HMO Licensing Applications in Brighton & Hove, effective from 1 January 2018 (see below).

Brighton & Hove City Council has two levels of fee for HMO licensing:

  • Single tenancy shared houses
  • Multiple tenancy lets

Single tenancies can include all shared student houses or houses let to a group of professionals, where these is one tenancy agreement listing all of the occupants. The fee goes up according to the number of occupiers. Please see table 1 below.

Multiple tenancy lets can include houses let as bedsits or houses where there are some self-contained flats and some bedsits. With this type of property each letting will have its own tenancy agreement. The fee goes up according to the number of lettings but any self-contained units are excluded when the fee is calculated. Please see table 2 below.

There is a reduction if the application is a ‘renewal’. This applies to:

  • The National Licensing Scheme, upon expiry of an existing licence
  • Where a property has already been inspected under a previous Additional Licensing scheme.

If the proposed licence holder is an accredited landlord (National Landlords Association or National Approved Letting Scheme accredited) there is a reduced fee, see tables below.

Higher fees apply where proactive applications are not made and the council has to become involved to prompt an application, see tables below.

For HMOs with more than 14 occupiers, the accredited fee will be the standard or renewal fee reduced by 10.86%, rounded accordingly.

As previously, no fee will be payable where the applicant is a registered charity.
