Brighton & Hove has long been recognised as one of the UK’s most distinctive cities, and as a fantastic place to live, work and visit.
The city is known for the spirit and diversity of its people, for it's unique retail, leisure and cultural offer and for it's world-famous seafront and heritage assets.
More recently, it has become recognised for the strength of it's small business economy and as a genuine hub of creativity, innovation and enterprise.
The Centre for Cities “Cities Outlook 2023” report shows that Brighton & Hove is:
- second only to London in business start-ups and in the number of businesses per 10,000 residents
- in the UK’s top 10 cities for the highest number of new economy firms and level 4 qualifications
But, with the growth of our city we have a housing crisis. Brighton & Hove ranks second worse amongst all UK cities for housing affordability. 7,500 households are currently on the Housing Register, including 1,800 people currently living in temporary or emergency accommodation.
Partnerships that improve our city
Our City Plans set out our commitment to regeneration and guide our investment in our public spaces and transport infrastructure. We work in partnership with our communities and with a range of public and private sector partners to deliver an ambitious programme of new housing and student accommodation, transport infrastructure, parks and leisure facilities.

Our major development pre-application advice services, Planning Performance Agreements and Design Panel, are available to assist all pre-application submissions of major schemes in the city.
The success of our partnership approach is shown at the multi-award-winning Circus Street development. A public-private partnership between Brighton & Hove City Council, the University of Brighton and developers U+I, working with architects Shedkm and TP Bennett. Sussex Heritage Trust Award judges described the regeneration as “A tremendously successful project with commercial and public sector working together.”
