About the Frederick Street development
This project is transforming what was a small car park in the North Laine conservation area into much-needed council rented homes.
It will provide 4 new homes for the council to let at affordable rents to applicants from the Housing Register.
The new homes consist of 2 studio flats and 2 two-bedroom flats with secure cycle parking provided.
The design includes rooftop PV solar panels, heating and hot water from air source heat pumps, sustainable urban drainage and permeable surfaces. Bee and swift bricks will provide nesting habitats.
Work on site
Construction of the part 2, part 3 storey and lower ground floor building is progressing but behind schedule. The anticipated completion date is April 2026.
The reinstatement of the footway will be completed before handover, recreating a safe pedestrian route and a much-improved street scene.
Design and planning
The site was originally part of a Brighton and Hove City Council and Royal Institute of British Architects (RIBA) design competition to unlock small challenging sites across the city.
The design by architects Innes Associates achieved planning permission in April 2020. The scheme comprises 4 high-quality, sustainable and affordable homes designed to enhance the neighbourhood.
Project timescales
Housing Committee first approved the proposed scheme for 4 new council homes at Frederick Street in September 2019. After a further design stage and consultation, the final scheme was approved at Planning Committee in April 2020.
Works on site started in 2023.
Works have been delayed. We expect the scheme to be completed and the handover to take place in April 2026.
Consultation on proposals
Consultation on proposals to bring the site forward for development and on the design of the new homes took place in 2015 and later in 2019.
The statutory planning consultation process took place in 2020.
