What happens next

Before the applicant can begin work on site they have to finalise and sign the Section 106 legal agreement. 

The agreement secures measures including:

  • the provision of and monitoring of biodiversity net gain
  • highway works
  • employment and skills funding

The applicant also has a number of conditions to discharge before work can begin on site known as ‘pre-commencement’ conditions. Condition 35 of the permission restricts below-ground work on site to only be carried out between April and September to protect groundwater.

Further progress will be subject to Royal Mail purchasing the site.
