Brighton & Hove City Council is reviewing its Statement of Licensing Policy and is inviting feedback from residents, businesses, and stakeholders.
As the licensing authority, the council is required to review this policy every 5 years.
The Policy sets out how we will promote the licensing objectives under the Licensing Act 2003, including:
- the prevention of crime and disorder
- public safety
- the prevention of public nuisance
- the protection of children from harm

The revised policy reflects national legislation and guidance, as well as local priorities and experiences in Brighton & Hove.
Proposed changes
Key proposed changes include:
- replacing the Cumulative Impact Zone with a new City Safety Area
- updates to the Matrix approach and licensing hours
- the introduction of new safety measures and best practices
- support for responsible operators
- enhanced inclusion and safety standards
These changes are informed by:
- government legislation and guidance
- local data and evidence
- feedback from the previous licensing summit
