King Alfred Planning Application (BH2006/03429)

A planning application for the King Alfred/RNR site on Kingsway in Hove was considered by the Planning Applications Sub-Committee on 23 March 2007. The Sub-Committee resolved that it was minded to grant the application subject to a Section 106 Planning Obligation and the application not being 'called in' by the Secretary of State.  The application was not called in by the Secretary of State and after a further meeting of the Sub-Committee, to consider the S106 Agreement, the application was granted once the S106 Agreement was signed on 12 July 2007.

The proposed development is for a mixed use development comprising new public sports centre, 751 residential units (including affordable housing) in two towers and eight other buildings, ground floor commercial uses within classes A1 (retail), A3 (restaurants and cafés) and A4 (drinking establishments), basement car parking, doctors surgery, police office and public toilets.

This new application is a re-submission of the previous planning application and Environmental Statement (planning application number BH2005/05594) which was received on 12 September 2005 and amended on 16 March 2006. Application BH2005/05594 has now been withdrawn.

The main differences between the new application and the previous application are:

  • a reduction in the height of buildings 3, 4, 5 and 6;
  • an increase in the height of buildings 1, 2, 7, 8 and towers 1 and 2;
  • an amended articulation of the façades and roof form of the perimeter blocks;
  • an increase in the number of balconies and roof terraces;
  • the development of a public realm strategy;
  • the introduction of wind turbines, solar hot water heating, vegetated shingle roofs and green walls;
  • increase in the number of wheelchair accessible units; and
  • an increase in disabled car parking spaces and cycle parking spaces.

  • additional overshadowing study information;
  • the applicant's response to consultation responses;
  • revised population calculations;
  • additional sustainability information;
  • additional transport information;
  • additional landscaping information and landscaping plans; and
  • additional photomontages.

The further information received February 2007 includes additional information relating to:

  • air quality;
  • ecology;
  • overshadowing;
  • sustainability;
  • public art;
  • open space;
  • construction costs;
  • a revised microclimate assessment;
  • a revised cumulative impacts assessment;
  • revised landscaping plans;
  • a site waste management plan;
  • a framework off-site public realm strategy; and
  • a revised Environmental Statement Non-Technical Summary.
