Community Trigger

Responding to and tackling anti-social behaviour and hate motivated incidents are a top priority for the city of Brighton & Hove. The city has strong mechanisms which allow the police, council, housing providers, other organisations and communities to work in partnership with each other to tackle anti-social behaviour and hate incidents.

We want to make sure we get it right first time, but recognise that sometimes we don't. 

What is Community Trigger?

The Community Trigger gives victims and communities the right to require action is taken where an ongoing problem has not been addressed.  It helps us and you by making sure that no-one suffering the harmful effects of anti-social behaviour and hate crime falls through the net.  It will also ensure that all that can be done, is being done.

Who can use Community Trigger?

Anyone can use the Community Trigger if their concern is about anti-social behaviour or a hate incident / crime and meets the criteria below:

 Either

• You have reported the issue or concern at least once before
  and
• no action has been taken
  and
• more than one week has passed since you reported the issue or concern

Or

• The issue or concern affects more than one household or business premises

How do I use the Community Trigger?

If you think you that your issue or concern is relevant to the Community Trigger and meets the criteria, you will need to fill out the Community Trigger online referral form. 

You will receive an automatic response, when you submit your form.

Your form will then be assessed within one working day and you will be contacted.  If your referral meets the criteria an officer from an appropriate lead agency (in discussion with you) will review your situation and agree appropriate actions with you within five working days.

Equality and diversity
We value the diversity of Brighton & Hove and work to ensure that it is an inclusive city.  Community Trigger applications may be rejected if they are thought to be prejudical, discriminatory, malicious, unreasonable or frivolous. 

Service Standards
The city has agreed Victim and Witness Service Standards [PDF 138Kb] and staff and officers responding to a Community Trigger will also be expected to keep to these standards.

I don't meet the criteria, what do I do now?

Anti-social behaviour (ASB) and hate incidents
If this is the first time you are reporting this issue or concern,  you can report it by:

•  filling out our online ASB and hate crime report form
• contacting Sussex Police
• calling the casework team on 292735
• Reporting directly to your housing office or housing association, if you are a tenant of a social landlord

The city has agreed Victim and Witness Service Standards [PDF 138Kb] which set out clear standards of service, stating what you can expect when you report anti-social behaviour.

Environmental health, including noise and animal welfare

• complete our online reporting form
• call 292929 (option 6)

Abandoned vehicles

• complete our online reporting form
• call 292929 (option 7)

Graffiti

• fill in our online reporting form
• call 292929 (option 8)

In emergencies, always call 999.

 

I'm not sure I want to report my concern at the moment, is there anything else I can do?

Sometimes, simply talking to a neighbour or someone else in your community about your concerns can help. 

You could also raise your concern at your Local Action Team, Community Association or Residents' Association meeting.  Your neighbourhood police officer, police community support officer or a community safety officer will often be at these meetings.
