Description:

Use this application form to apply for a student discount or exemption for your household. In completing this application form, you will need to provide the details of everyone in the household, including those who are not full-time students.

Important Information

Council tax bills are charged to households or ‘dwellings', not individuals. If your household has some full-time students, the household may be eligible for a council tax discount.  If everyone in your household is a full-time student, the household may be eligible for complete exemption from council tax.

Checklist - what you'll need before you start the form…

  • details about the letting agent or the owner of the property
  • details about the tenancy agreement(s)
  • details of each occupant (students and non-students) including moving-in date, contact details and previous address
  • for full-time students, course dates and student registration number

Please note if there are any students who are studying at a school, college or university that is not in the list below, you will need to send us a council tax student certificate for them.

Supporting Documents

We might need you to send us supporting documents as well as submitting this on-line form. This depends on which colleges or universities the student occupants of the household are studying at.

This is because we need to verify the student status of all full-time students.  For students at the following institutions, we can verify student status from the student registration numbers alone, without the need to see individual student certificates:

  • Brighton University
  • Sussex University
  • Brighton Institute of Modern Music
  • Brighton & Sussex Medical School
  • Chichester University
  • Canterbury Christ Church University
  • University of Brighton International College

However, if your school, college or university is not in the above list, you will need to supply Brighton & Hove City Council with a Council Tax Student Certificate. Your school, college or university is obliged to provide you with this. Please note that a letter from your tutor or your NUS membership card will not be accepted.

Please scan your Council Tax Student Certificates and send them by email to:   
council.tax@brighton-hove.gov.uk       
Please remember to state in your email the property address and the council tax account number if you know it.

If you prefer, you can send your Council Tax Student Certificates by post to:   
Council Tax, Brighton & Hove City Council, PO Box 2929, Brighton, BN1 1PS.  
When sending certificates by post, please include a covering letter with your address and council tax account number, if known.  Please also let us know if  you'd like the certificates to be returned to you.

Council Tax Student Certificates can also be taken to the council in person by calling in at:    
Brighton Customer Service Centre, Bartholomew House (opposite Brighton Town Hall), Bartholomew Square, Brighton, BN1 1JE (map).  Open Monday to Friday 8.45am - 4.30pm  (except public holidays).
