Between 28 January 2013 and 8 March 2013, Brighton & Hove City Council and Adur District Council consulted on draft Development Briefs for South Portslade Industrial Estate and Aldrington Basin (in Brighton & Hove) and the Western Harbour Arm (in Adur).

These documents are available to download from www.adur-worthing.gov.uk/shoreham-harbour-regeneration/consultation. Officers of the partner local authorities are now considering and responding to representations. Once complete these will be available on the website.

Background

Shoreham Harbour Regeneration is a partnership of Brighton & Hove City Council, Adur District Council, West Sussex County Council and Shoreham Port Authority. The partnership is working on a joint project to regenerate Shoreham Harbour and surrounding areas.

Shoreham Harbour Interim Planning Guidance

Shoreham Harbour Regeneration has prepared Interim Planning Guidance [PDF 850kb] for the harbour and surrounding areas. The current version was adopted in October 2011.

This guidance has been produced to summarise the existing planning policy framework for Shoreham Harbour and surrounding areas. It is intended to guide development proposals and planning decisions during the interim period (until around 2014) whilst the Shoreham Harbour Joint Area Action Plan is prepared and adopted. It is an evolving document which will be updated periodically to reflect changes in the planning policy framework.

Shoreham Harbour Joint Area Action Plan

Shoreham Harbour Regeneration is preparing a Joint Area Action Plan (JAAP) for the harbour and surrounding areas. This will be a key planning document in the Local Development Frameworks for both Brighton & Hove and Adur.

The JAAP will be the planning document which provides the framework and guidelines for developers and will clarify the area of land which could be considered for regeneration, as well as what kind of development would be acceptable in the area.

A key part of developing the JAAP will be consultation with local people and businesses. There will be a period of public consultation on the Issues and Proposals for the JAAP during 2013. This will inform the Proposed Submission Draft of the JAAP.

A number of background studies will be used to inform the JAAP, including housing; flood risk; transport; urban design; and community infrastructure. The results of these studies will also be used to inform the final versions of both the Brighton & Hove City Plan and the Adur Local Plan. These will be the overarching planning documents for each area.

The harbour area is also an important site for importing minerals such as sand and gravel into the local area. Joint work is currently underway on the preparation of the East Sussex, South Downs National Park and Brighton & Hove Waste and Minerals Development Framework. This will also look at the role of the harbour in the local management of waste and minerals.

The West Sussex Minerals and Waste Development Scheme sets out the programme for the preparation of minerals and waste documents over the next few years. West Sussex County Council and the South Downs National Park Authority will be jointly working on a replacement Minerals Local Plan in 2013.

Development Briefs

Development Briefs are currently being prepared for proposed areas of change in Shoreham Harbour: the Western Harbour Arm (in Adur) and South Portslade Industrial Estate and Aldrington Basin (in Brighton & Hove).

The Briefs will provide detailed guidance for these areas and will also inform the preparation of the JAAP. Together, the JAAP and Development Briefs will play a key role in contributing to the wider regeneration of Shoreham Harbour.

During November 2012 Shoreham Harbour Regeneration consulted stakeholders, community and residents' groups, businesses and landowners in and around Shoreham Harbour on an Emerging Proposals Report for Development Briefs for South Portslade Industrial Estate and Aldrington Basin (in Brighton & Hove) and the Western Harbour Arm (in Adur). This has informed the preparation of the draft Development Briefs. These documents are available here.

Sustainability Appraisal

The Sustainability Appraisal is an important part of preparing the JAAP and Development Briefs. This aims to predict and assess the social, environmental and economic effects of the plan. The purpose of the SA is to ensure that the policies and proposals within the JAAP contribute to and promote sustainable development.

Following public consultation a Sustainability Appraisal Scoping Report was produced in February 2012. Following the introduction of the National Planning Policy Framework and a number of legislative and regulatory changes, an amended Sustainability Appraisal Scoping Report (Update) has been prepared. The amendments to this report have been subject to consultation with statutory consultees. This report will serve as the scoping stage of the Sustainability Appraisal process for future planning policy documents produced by Shoreham Harbour Regeneration.

Sustainability Appraisals have been prepared for the Development Briefs for the Western Harbour Arm, South Portslade Industrial Estate and Aldrington Basin. These were subject to consultation between 28 January and 8 March. These documents are available here.
