Housing Strategy 2009-2014: healthy homes, healthy lives, healthy city
The city’s new Housing Strategy 2009-2014: healthy homes, healthy lives, healthy city was approved by the city’s Local Strategic Partnership on 15 December 2009.

The vision for our new strategy is:
Enabling healthy homes, healthy lives and a healthy city that reduces inequality and offers independence, choice and a high quality of life
The strategy has 3 overall priorities that reflect the fundamental housing needs of the city:
- Priority 1: Improving housing supply
- Priority 2: Improving housing quality
- Priority 3: Improving housing support
Action to address these priorities will ensure we have enough of the right type of high quality housing in the city to meet the needs of local people and that those in need are provided with appropriate support to enable them to maintain their independence.

The Primary Care Trust, NHS Brighton & Hove carried out a Health Impact Assessment alongside the development of the strategy to ensure that our priorities and actions with help to reduce health inequalities amongst local people.
Our work has been supported by a wide range of organisations and resident groups with our approach being recognised as good practice from a wide range of bodies, including the World Health Organisation, Audit Commission, Housing Quality Network and the Government.
We also plan to develop a Black & Minority Ethnic People’s Housing Strategy during 2010-2011.
Developing our Housing Strategy
Development of our strategies has been done in stages over the last 2 years alongside a review of our other key strategies.
Housing & Support Working Groups were also set up to develop the older people’s and LGBT people’s strategies which included members representing housing, social care, health, the community and voluntary sector and resident champions.
Our approach has given us the opportunity to engage and consult with far more residents, organisations and groups than we have been able to do before.
The Consultation Report summarises how we have approached stakeholder engagement and outlines the key findings.

Draft Strategies (Autumn 2008)
These were published for consultation in Autumn 2008 and were based on our research and consultation carried out during 2007-08.

Draft Strategy Frameworks (Winter 2007/08)
These frameworks outlined our proposed key priorities and actions for the new strategies and were published for consultation in winter 2007/08:

They were developed based on the results we got through the 'Consultation Briefing Pack', as outlined below. The results of the consultation on these strategy frameworks were used to help develop the draft strategies that will be published in autumn 2008.
Consultation Briefing Pack (Summer 2007)
To start the development of the new housing strategy, a 'Consultation Briefing Pack' was published in June 2007 and made available throughout the city. The pack includes a summary of the information the council uses to paint a picture of the city’s housing market, housing needs, and support issues:

The findings from consultation on the briefing pack was used to help develop the strategy frameworks that were published in winter 2007/08.
