East Street up to and including Churchill Square: Background information

Proposals to reduce accidents in North Street and adjoining roads, and improve the environment of the area, were agreed at Brighton & Hove City Council’s Environment Cabinet Member Meeting on Friday 4 July.

The package of measures includes:

  • Creating an attractive open space for pedestrians at the Quadrant, by the Clock Tower, which is used by 16,000 pedestrians a day.        
  • New pedestrian crossings
  • Making Ship Street one-way southbound, from the junction with North Street to the junction with Duke Street 
  • Widening pavements and providing more seating and cycle parking

Construction for this stage began in August 2008 and is expected to be completed by spring 2010. 

An exhibition to view the proposals for this stage was held in The Chapel Royal, 164 North Street, Brighton on 28 February to 13 March, and Brighton Town Hall, Bartholomew Square, Brighton on 19 March to 25 March.

The improvements are part of a £1.4m scheme, designed following extensive research including a study into pedestrian behaviour. The aim is to reduce bus and pedestrian collisions by 30%.

North Street Quadrant / Clock Tower Junction

An exhibition to view the proposals for the North Street Quadrant / Clock Tower Junction was held in Brighton Town Hall on Thursday 11 December to Friday 19 December.

These proposals form part of the North Street Road Safety and Urban Enhancement Scheme (The North Street Project) which aims to improve road safety and the environment of North Street and the adjoining area.

Following representations from stakeholders considered by Cabinet members for Environment in february 2009, a revised scheme was approved that reduced the scale of the landscaping proposals to increase the space for pedestrians and incorporated a new pedestrian crossing from Air Street to Churchill Square.

Construction began in Autumn 2009 and completion is expected by Spring 2010.

Proposals include:

  • Landscaping the Quadrant/Clock Tower public space to create a high quality meeting place and resting space.
  • Tree planting to create a more attractive environment and to provide shade for the seating area.
  • Making the Quadrant more accessible to pedestrians with mobility difficulties and push chair users
  • Improving existing pedestrian crossings at the Clock Tower junction and introduce new crossings making it easier and safer for people to cross the road at this junction.
  • Improvements to the lighting
