Overview of the Plan
The City Employment and Skills Plan (CESP) edition 2011-2014 was launched in October 2011. The Plan’s overall objective is to support the creation of at least 6,000 new jobs by 2014 in Brighton & Hove. Recent evidence suggests that just creating jobs will not achieve this goal. The city needs to not only set the conditions for job creation but also do more to equip local residents to compete for work within the city’s labour market. To this end, the City Employment and Skills Plan 2011-2014 has set out three priorities:
· Priority 1: Promote the city’s employment and skills needs to internal and external partners and agencies
· Priority 2: Support the creation of at least 6,000 new jobs by 2014
· Priority 3: Ensure that local residents are equipped to compete for jobs in the city’s labour market

How the Plan was developed and is being delivered
The City Employment and Skills Plan was developed and is being delivered under the guidance of the City Employment and Skills Steering Group (CESSG), that includes representatives from key partners in the public, private, and community and voluntary sectors. The CESSG is Chaired by Phil Frier, Principal and Executive Director of City College Brighton and Hove, who is supported by four thematic ‘Leads’. By identifying resources, co-ordinating citywide actions and developing and maintaining internal and external links, the CESSG continues to be recognised as the advisory body for the city’s employment and skills related issues.
