Are you holding a small event? Temporary event notices (TENs) enable small-scale, ad-hoc events involving the sale and/ or supply of alcohol, regulated entertainment or provision of late night refreshment to take place without the need for a licence.

The event organiser must submit two copies of the TEN and a fee of £21 to the council and one copy to the local police at least 10 clear working days before the event. The notice period does not include the day the notice is received or the date the event is due to take place.

Only the police and environmental health may object to an event taking place and this must relate to one or more of the licensing objectives. However, the police have powers to close events instantly in certain cases, if there is disorder or noise nuisance.

TENS are subject to certain limitations:

  • events covered by a TEN can last upto 168 hours and must involve no more than 499 people.
  • anyone over 18 can apply for a maximum of five TENs per year. Personal Licence holders can apply for a maximum of 50 TENS per year.
  • both licensed and unlicensed venues can hold up to 12 TENs per year or 21 days, whichever is the greater.

If an objection be received from either the police or environmental health, a hearing will be held. Conditions may be added to the TEN.

Late temporary event notices (late TENs)

You now have the option of submitting a late TEN. This can be submitted up to five working days before the event. You can submit up to two late TENs each year. Personal licence holders can submit up to 10 late TENs per year.

A late TEN will be automatically rejected if an objection is received from either the police or environmental health,
