INTERREG IVa France (Channel) England Programme

The Interreg 111A programme has been succeeded by two Interreg IVA Programmes for the period 2007-2013. Brighton & Hove City Council is actively involved in the programme management of both programmes, participating in programme development working groups and representing the south east of England on programme management committees.

The France (Channel) England Programme, contains all eligible English regions and all eligible French regions (from Finistère to Somme) but not Nord-Pas de Calais. This programme operates in English and French and the Managing Authority is Upper Normandy. Please consult the Channel programme area map [pdf 796kb] for fuller details.

The other programme is the Two Seas Programme  which contains all eligible regions of England, Netherlands, West Flanders and the French region of Nord-Pas de Calais. This programme operates in English, French and Dutch and the Managing Authority is Nord-Pas de Calais.

There are fewer themes compared to Interreg IIIA, but both programmes contribute to delivering the EU priorities as detailed in the Lisbon Agenda (innovation, growth and jobs) and Gothenburg Agenda (sustainability and environment).
There is also a 'priority axis',common to both programmes, aimed at projects that  bring together existing projects or  networks across both programme areas. 

The budget for the France (Channel) England Programme is around 172 million euros and for the Two Seas it is 167 million euros. The Two Seas Programme includes the budget for the common priority across the entire programme area. The grant rate, is up to 50% for the majority of individual projects. 

Deadlines 

The next France (Channel) England Programme deadline for submitting a  pre-project form [52kb] was 13 September 2010. This is in order to register the project. The earlier you submit the pre project form, the quicker you will receive the user name and password to complete the full application form. The full application form has to be submitted by 11 October 2010. For further information visit the old Interreg IIIa website which has all the information on the Channel programme.

If you have missed this deadline, the next deadline for submitting a pre-project form is planned to be 7 February 2011, with full projects to be submitted by 7 March 2011, although the exact date needs to be confirmed by the Project Monitoring Committee before it becomes official. 

Approvals

Projects approved can be viewed on the Channel programme website. The fourth Steering Committee of the programme took place in March 2010. Five new projects were approved. The approved projects included three with Brighton & Hove involvement; 'Alcobinge', a study of the short and long term effects of alcohol bingeing on health which involves the University of Sussex, and two involving the University of Brighton, 'Innovation for renewal', which looks at joint strategy for social housing eco - refurbishment and 'Climawat' which looks at the long term climatic changes on behaviour of pollution in groundwater catchment areas.

Events

The Channel Programme Authority will be holding its major annual event in Exeter this year on 8 and 9 November 2010. The purpose of the event is to give practical information about the IVa programme's aims and expectations and how to apply for a grant. For further details consult the Channel website
