The Civil Contingencies Team
The council's Civil Contingencies Team is responsible for working with the emergency services and other agencies to ensure the council is prepared to respond to any major incident in the city.
City emergency plan
The council's civil contingencies team produces a major incident plan which is reviewed annually. The plan outlines the processes and procedures to be followed by the council should the city be impacted by a major incident or business continuity incident.
The major incident plan has four sections:
- Overview of civil contingency planning
- Civil contingency planning for Brighton & Hove
- Response and escalation process
- Operational instructions (not available to the public)

Information for staff in a major emergency.Local Resilience Forum
As part of the Civil Contingencies Act, local resilience groups were created for the whole of the UK. There is a local resilience group for each police area. Brighton & Hove is part of the the Sussex Local Resilience Forum, which includes the local authority areas of:
- Brighton & Hove City Council
- East Sussex County Council
- West Sussex County Council
The Sussex Local Resilience Forum meets four times a year. The local resilience forum has representives at Chief Officer or Chief Executive level from all the Category 1 Responder organisations. The forum meets to review the emergency planning arrangements for the Sussex area.
A number of planning groups support the local resilience forum. These groups meet to prepare and review the community risk register and to prepare joint plans to be put into action should the area be affected by an emergency.
After working with the emergency services and other local authorities the Sussex Local Resilience Forum have created a Sussex Community Risk Register. This is the local version of central government's National Risk Register.
The Civil Contingencies Act 2004
This act places a statutory duty on local authorities and Category 1 Responders to have in place plans to be put into action should there be any significant incident that affects their area of responsibility.
- Ambulance service
- Fire service
- Local authorities
- Police
- Primary care trusts
- The Environment Agency
- The Maritime & Coastguard Agency
The Act also places a statutory duty on local authorities to promote business continuity to small and medium-sized enterprises within their areas.
Guidance has been issued by the government on how local authorities should plan and apply the duties required under this Act. These guidance documents provide the framework for our planning.
