Communal Refuse Containers

Every day at Cityclean we get calls from unhappy residents about refuse scattered along streets because sacks have been ripped open. Making sure refuse is properly contained is the best way to stop this happening.

Residents in areas with communal bins receive a weekly kerbside recycling service. 

Why communal containers?

Communal containers stop refuse being spread across the street from ripped or unsecured bags.  There is a high density of housing and generally a lack of refuse storage space.  Containers are accessible at all times, so residents do not have to store refuse in their homes or on the street.

How should I use the containers?

There are a number of benefits to communal containers:

  • You can put your refuse in them any day of the week
  • You will no longer need to store your rubbish in your home until collection day
  • To avoid carrying heavy refuse bags you can take small amounts of rubbish to the container

What about recycling?

A weekly kerbside collection service is available to all residents in suitable and accessible streets. If you haven't got a box or require an extra box you can use our online form to request a box, alternatively please contact Cityclean.  Please be aware that boxes usually take up to 10 working days to arrive.

When is my recycling collected?

Your collection day and dates are now available on-line. 

How will traders & flytippers be controlled?

Waste enforcement officers monitor streets to make sure the containers don't attract dumped waste.  A team of street cleaners have responsibility to ensure the areas around the communal containers are kept clean.  If you suspect fly tipping, please contact Cityclean, giving as many details as possible, and our Enforcement Team will investigate.  All reports are strictly confidential and your information will not be passed on.

Do other cities use these containers?

Communal container systems have been in place in many European cities for years and work very well.  You can see them in cities such as Rome, Paris, Barcelona, Seville and Verona.  In the UK, communal containers are working well in Edinburgh and Aberdeen and in the London boroughs of Westminster and Hammersmith.

2008 Consultation

Many residents were consulted on the extension of the communal bin scheme at the beginning of 2008.  The decision to extend the scheme to many central areas of the city was approved at Cabinet in September, this will be introduced next summer (2009).  Please see the communal bin consultation pages for more information.


2004 Questionnaire Results

Questionnaires were sent to all 4701 households in the initial trial area in July 04. Results were presented to Environment Committee in October 04. You can download the full report [word doc 220kb].
1520 questionnaires were completed and returned, giving a 32% response rate.

Summary of findings:

  • 93% of respondents said they found the communal containers quite/very easy to use
  • 89% of respondents said they thought the streets in the trial area had been cleaner since the start of trial
  • Concern over the loss of parking spaces was fairly evenly divided with approx. 25% agreement on each category
  • The majority of respondents found the visual impact of the communal containers acceptable, with an even greater number saying that the benefits of the containers outweighed any issues of appearance
  • 71% of respondents are happy with the black colour of the bins
  • 85% of respondents said they had not experienced any problems using the communal containers
  • 15% mentioned a few problems. These issues have been resolved as listed below
