Council Tax Reduction Scheme

You can make a claim for help with paying your Council Tax if you have a low income (from your earnings and / or benefits).  This help is the Council Tax Reduction scheme (CTR) which replaced Council Tax Benefit in Brighton & Hove from April 2013.

To find out if you’ll qualify for a Council Tax Reduction, you can use our online claim calculator to give you an estimate of how much help you could be entitled to.  If you qualify for a Council Tax Reduction, you can then submit your claim online.

If you have savings or investments of more than £6,000 this may affect the amount of the Council Tax Reduction you can get. If you have savings of more than £16,000 we cannot usually offer any Council Tax Reduction. However, if you are over 60, with savings over £16,000, see our pages on Pension Credit.

To claim the Council Tax Reduction you must be the person who is liable to pay the Council Tax bill for a property. You might be the owner, a landlord or the tenant of a property.

If you rent a property and are liable to pay Council Tax you can claim both Housing Benefit and a Council Tax Reduction at the same time using our online form.

Second Adult Reduction

Second Adult Reduction (also known as Second Adult Rebate) is another way to receive help with paying your Council Tax.

Second Adult Reduction is awarded when a person claiming a Council Tax Reduction has a "second adult" living in their home, where the "second adult" is on a low income (from their earnings and / or benefits). 

The person who is liable to pay the Council Tax bill must still make the claim for the Second Adult Reduction, giving details of their own income as well as that of the second adult.
