East Sussex and Brighton & Hove Waste and Minerals Development Framework
The Council, working in partnership with East Sussex County Council and the South Downs National Park Authority, has prepared a Waste and Minerals Plan that will provide planning policies to guide the management of waste and production of minerals in the plan area until 2026.
Latest news - Adoption of the Waste and Minerals Plan (19 February 2013)
The East Sussex, South Downs and Brighton & Hove Waste and Minerals Plan was found sound by an independent Government Planning Inspector, subject to the inclusion of one main modification relating to the inclusion of a policy that reflects the presumption in favour of sustainable development. Since then East Sussex County Council, the South Downs National Park Authority and Brighton & Hove City Council have all agreed the main modification and resolved to adopt the Plan as planning policy for waste management and minerals production for the Plan Area to 2026. The Plan is now part of the statutory development plan for the area and will be used as such in determining planning applications for waste and minerals related development. The adopted Plan is now available to view through the links below.
The Plan replaces the majority of waste and minerals planning policies contained in the Waste Local Plan (2006) and the Minerals Local Plan (1999). However, further work is now needed on site allocations and further guidance. The Authorities will now commence work on preparing a Waste and Minerals Sites Plan which will allocate land for waste and minerals development. What is the Waste and Minerals Development Framework?
The Waste and Minerals Development Framework (WMDF) is the name for a set of planning documents that together will form the statutory plans for waste and minerals developments in Brighton & Hove and East Sussex.
The main Development Plan Documents in the WMDF that will be prepared jointly by the Authorities are:
- Waste and Minerals Plan
- Minerals Sites Development Plan Document
- Supplementary Planning Document on Construction and Demolition Waste (adopted December 2006)
Other statutory documents which cover both the WMDF and the Brighton & Hove Local Development Framework are:
- Local Development Scheme – a timetable for the preparation of the LDF and the WMDF
- Statement of Community Involvement – sets out city council commitments about community engagement in the preparation of planning policy
- Annual Monitoring Report – sets out performance against various planning targets and indicators
Why is the City Council working jointly with East Sussex County Council and the South Downs National Park Authority?
The City Council will continue to work in partnership with East Sussex County Council and South Downs National Park Authority to produce new waste and minerals planning documents in order to make best use of resources.
Producing joint planning documents does not make the three authorties joint waste planning authorities. The city council remains the waste and minerals planning authority for the city. This means that planning policies will continue to be taken through each council for approval, and that planning applications will only be considered by a planning committee at the relevant planning authority.
