Health and Safety

Environmental Health Officers and Technical Officers give advice on, and provide enforcement for, a wide range of health and safety issues. This covers both working areas and public access in premises such as shops, hotels, offices, catering (including pubs, clubs and restaurants) and sports & leisure facilities. The types of hazards that are considered include: manual handling, slipping & tripping, asbestos, hazardous substances, noise and vibration, machinery use, fire and explosion risk.

The council's Annual Health and Safety Service Plan for 2009-10 [PDF 67kb] looks at our current roles and those of businesses and employees in relation to health and safety.  The service plan is published each year after consultation with the public and stakeholders. 

The council's Health & Safety team consults with the public, employers, employees, internal and external stakeholders and other agencies before the publication of the Annual Health & Safety Service Plan. 

This year’s draft service plan Draft Annual Health and Safety Plan for 2010-11 [PDF135kb] is now available for comments by residents, visitors and businesses.

The Health and Safety Executive

The Health and Safety Executive  (HSE) administers health and safety law for factories, farms and building sites, amongst other things. 

The HSE operates a confidential helpline on (08701) 545500, to which general or specific enquiries can be made. HSE books (01787) 881165 offers a wide range of leaflets and booklets, some available free of charge.

What do I do if there is an accident or incident at work?
Where any accident or incident results in an employee's absence from work over three days, a member of the public being taken to hospital, or a dangerous occurence taking place (as defined by legislation), there is an obligation for the incident to be reported to the business' enforcing authority (either the HSE or Environmental Health) within 10 days, or immediately in serious cases.  Accident reports are now collated and administered by the Incident Contact Centre, view or download details on reporting accidents and incidents [PDF 9.44kb].

It is very cold at work - what is the minimum temperature allowed?
The Regulations do not specify a maximum or minimum indoor workplace temperature,only that ventilation must be adequate and temperatures must be reasonable. For office work, reasonable is usually regarded as between 16oC -21oC; employers should provide workplace thermometers.

Night Time Economy

A new scheme to help increase safety for night time workers in Brighton & Hove has been launched.

Health and safety officers from Brighton & Hove City Council will be working with small businesses in the night time economy to help keep staff safe and prevent crime and anti-social behaviour. The team will be contacting business over the next few months to make arrangements to visit managers and their staff.

Brighton & Hove is a safe place to visit by day and night and, earlier this year, the city council was awarded Beacon Status by the Government as a national centre of excellence for managing the night time economy. The council is always looking to build on these achievements and this latest initiative is one of a package of innovative measures to keep the city safe and welcoming at night.

Staff at pubs, night clubs, late night takeaways, betting shops, hotels and guest houses will be given advice on how to prevent violence at work while employers will be advised on how to make work places safer.

Measures which can improve safety include fitting panic buttons and CCTV, widening counters, preventing queues building up, training staff to defuse difficult situations, and not having staff working alone.

The leaflet below gives helpful tips and advice to sensibly manage health and safety risks in the night time economy.
