Brighton & Hove City Council has a register of all the highways maintained at public expense as well as the private roads within the city.

The motorway and trunk road network is the responsibility of the Highways Agency. All enquiries concerning proposed motorway or trunk road improvements and the extent of highways should be directed to the Highways Agency.
Additional highway search fees
If you require a standard plan showing the extent of a publicly maintainable highway, the fee is £45 (including VAT).

There's a single fee of £40 (including VAT) for additional questions as part of the Highway Search.
